The U.S. House adopted Representative Eric Burlison's Unidentified Anomalous Phenomena Disclosure Act as an amendment to the Fiscal Year 2027 National Defense Authorization Act, according to a July 22 statement from his office. The vote advances a records-review framework inside the annual defense bill; it does not by itself enact the proposal.
If enacted, the amendment would establish a permanent UAP Records Collection at the National Archives and Records Administration. Federal agencies would have to identify, organize, preserve and transmit covered records, replacing dispersed handling with a centralized process.
The proposal also calls for an independent UAP Records Review Board whose members would be confirmed by the Senate and which would have subpoena authority. It would review postponements and disclosure disputes, adding an external layer to agency release decisions.
Disclosure duties would extend to covered government contractors. That is significant because congressional UAP debates have repeatedly asked whether relevant records may sit outside federal repositories. The amendment defines a records process; it does not establish that any contractor possesses extraordinary technology or non-human material.
The House defense bill now moves into Senate consideration and negotiations. The language could be changed, removed or reconciled with a different Senate version before a final measure reaches the president. The vote is therefore a concrete procedural advance, not a completed disclosure law or a finding about the nature of any reported phenomenon.
