The U.S. Department of War announced on September 14 that it had issued a targeted legal waiver for current and former service members, civilian employees and contractors who possess UAP-related national defense information. The waiver authorizes disclosures only to official representatives of the Presidential Unsealing and Reporting System for UAP Encounters, known as PURSUE.
According to the release, the measure supersedes enforcement of civil or administrative nondisclosure obligations and special-access acknowledgements for communications made through that channel. It does not authorize public release, remove criminal restrictions or permit disclosure to journalists and private organizations.
The department said submissions will be reviewed for security and possible declassification. The announcement establishes a reporting mechanism; it does not validate any particular UAP claim or guarantee that submitted material will be made public.
