A newly released set of Defense Department records offers a closer administrative view of an All-domain Anomaly Resolution Office workshop held on August 5 and 6, 2025. The Black Vault published its review of the material on September 25 after receiving 89 responsive pages under FOIA case 26-F-1773. Nineteen pages were withheld in full under the deliberative-process exemption, while parts of the other pages were redacted.
The records place the meeting at Associated Universities, Inc. in Vienna, Virginia, with roughly 40 government, academic and independent participants. Agenda material identifies panels and speakers more specifically than earlier public descriptions. They also refer to AARO planning discussions with Uruguay's CRIDOVNI office, including reciprocal briefings and possible future cooperation.
The released pages do not show that a formal agreement was reached, that a later exchange occurred, or that any particular UAP report was verified. Their value is narrower: they document how AARO organized an expert meeting and explored international contact. Readers should distinguish that procedural record from evidence about the nature of any reported phenomenon.
