Read the confidence level first

Official UAP reports often use careful language because the underlying evidence is incomplete. A phrase such as under review, unresolved, or unidentified should be read as an analytical status, not as proof of exotic technology. The useful question is what data was available, what was missing, and how confident the analysts were.
